the Clients and for speedy resolution of their cases; and (6) Preparation and Subscription of legal documents from Affidavits, Special Power of Attorney, Promissory Note, and Affidavit of Undertaking, among others. CASES RESOLVED AND CLIENTS ASSISTED For the period covered, 53 cases were resolved by the Legal Unit which deal with the following human rights violations: Alleged Violation of the Right to Liberty and Security; Alleged Violation of the Right to Life; and cases of alleged Violation of the Right to Protection of Honor and Reputation (Rape/ Acts of Lasciviousness in relation to R.A. 7610) cases which were recommended for Financial Assistance. For the period covered, this Office also rendered legal assistance to eight (8) women who sought legal advice with respect to a possible case of an alleged Violation of Republic Act 9262 (Anti-Violence Against Women and Their Children Act). Out of this eight, one (1) Client filed a case of Violation of R.A. 9262 thru the assistance of this Office against her estranged husband on the ground of psychological violence. At present, the case is now pending at the Regional Trial Court, Bauang, La Union. As to the highlighted cases in the Region for the period covered, we have three cases. The first case pertains to a Complaint for an alleged violation of the Right to Life committed against the person of a fifteen year-old child. Herein victim was shot to death on July 2, 2020 in Cabugao, Ilocos Sur by two (2) unidentified assailants on board a motorcycle. Said perpetrators were later identified to be herein police officers. The Commission through its investigating unit in CHR Regional Office I resolved that the acts committed against herein Victim clearly constitute human rights violation (HRV) thus entitling her for the grant of Financial Assistance amounting to Thirty Thousand Pesos (Php 30,000.00 as provided for under CHR Resolution No. AM2019-024, the PAWIM on the grant of Financial Assistance of CHR as of January 21, 2019. Specifically, under Section VII (I) of the said Guidelines, Victims Financial Assistance Package, 1.3 on the Special Coverage thereof, it was expressly stated that “Financial Assistance shall also be granted to victims of cases involving violations of the rights of the child as enumerated in Section V hereof, which shall not be less than Ten Thousand Pesos (Php10,000.00) but not to exceed Thirty Thousand Pesos (Php 30,000.00) per victim. (Emphasis Ours) A careful perusal of the records of the case would show that the cases for rape and for grave misconduct were filed with DOJ Manila and R1AS1 Lau Union, respectively. Next case pertains to the complaint filed by an eighteen year-old Grade 11 student for an alleged Violation of her Right to Protection of Honor and Reputation. When the alleged crime was committed against herein Victim-Complainant, she was with her minor cousin. Unfortunately, her cousin later died due to a shooting incident. Respondent in this case is a 36 year-old police officer. The Commission through its investigating unit in CHR Regional Office I resolved that the acts committed against herein Victim clearly constitute human rights violation (HRV) thus entitling her for the grant of Financial Assistance amounting to Twenty Thousand Pesos (Php 20,000.00) as provided for under CHR Resolution No. AM2019-024, the PAWIM on the grant of Financial Assistance of CHR as of January 21, 2019. Specifically, under Section VII (I) Victims Financial Assistance Package, 1.3 on the Special Coverage thereof, it was expressly stated that “Victims of violation of R.A. 8353, otherwise known as the “Anti-Rape Law of 1997”, shall be granted financial assistance of Twenty Thousand Pesos (Php 20,000.00). If the victim is a child as defined under R.A.7610, otherwise known as the “Special Protection of Children Against Abuse, Exploitation, and Discrimination Act”, financial assistance of Thirty Thousand Pesos (Php 30,000.00) shall be granted.
