The third case involves an alleged violation of the Right to Life committed against a 23
year-old LGU employee. The Complainant in this case is a mother of herein Victim. Respondent
on the other hand is a 26 year-old police officer. He is assigned at the 1st Provincial Mobile
Force Company based in Alaminos City, Pangasinan.
Based on records, Respondent in this case killed herein Victim who is pregnant with their
child. The Commission through its investigating unit in CHR Regional Office I resolved that the
acts committed against herein Victim clearly constitute human rights violation (HRV) thus
entitling her for the grant of Financial Assistance amounting to Twenty Thousand Pesos (Php
20,000.00) as provided for under CHR Resolution No. AM2019-024, the PAWIM on the grant of
Financial Assistance of CHR as of January 21, 2019. Particularly, under Section VII (I) Victims
Financial Assistance Package, 1.1 on the Survivor Benefits, it was expressly stated that “The
amount of Twenty Thousand Pesos (Php 20,000.00) per victim shall be granted as Financial
Assistance to the qualified beneficiaries enumerated under Section VI hereof, who died by
reason of the HRV/A. The same amount shall be given to the qualified beneficiaries of victims
of enforced or involuntary disappearance. (Emphasis Ours)
As per the records sent to this Office by the Philippine National Police- Regional Office I
(PNP PRO-1), the most recent Regional Statistics of the different Gender-Based Violence
Against Women for the period covered as to the nature as well as the number of
incidents/reported cases can be seen in the Table and Chart below:

Based on Table presented, the top four (4) gender-based violence (GBV) cases
committed against women in the Region are as follows: Rape with a total of 139 reported
cases; Sexual Abuse in relation to R.A. 7610 with 82 cases; Acts of Lasciviousness with 50
reported cases, and Violation of R.A. 9262 with 40 reported cases.
Further, as can be observed in the chart, the Province with the most reported cases of
Gender- based violence (GBV) committed against women is the Province of Pangasinan with a
total of 253 reported cases for the period covered; followed by the Province of Ilocos Sur with
58 reported cases, then the Province of Ilocos Norte with 20 reported cases, and lastly, the
Province of La Union with 11 reported cases for the period covered.
