Thus, the Philippine government affirmed its c o m m i t m e n t t
the U n i t e d Nations Convention o n t h e Rights o f Persons w
Disabilities ( U N C R P D ) b y ratifying i t o n 15 A p r i l 2 0 0 8 .
C o n v e n t i o n ensures t h a t all persons w i t h disabilities enjoy the
h u m a n rights a s e v e r y o n e e l s e a n d a r e a b l e t o l e a d t h e i r l i v e s
citizens w h o can m a k e valuable contributions t o society w h e n g
t h e s a m e o p p o r t u n i t i e s as o t h e r s .
U N C R P D , Article 2 0 - Personal mobility provides:
"state

mobility

persons with

T h e a m e n d m e n t t o the M a g n a Carta provides certain privileg
a n d benefits g i v e n t o P W D s t o p r o m o t e t h e i r r i g h t t o acces
transportation. Section 32, Chapter 8 of R.A. N o . 9442 provide
other privileges a n d incentives t o persons w i t h disabilities, incl
"(f) At least twenty percent (20%) discount on far
for domestic air and sea travel for the exclusive us
enjoyment of persons with disability;
(g) At least twenty percent (20%) discount on
public railways, skyways and bus fare for the exclusi
use and enjoyment of persons with disability."
T h e Implementing Rules and Regulations o f R A 9442
state
that:
