T h e 1 9 8 7 Philippine Constitution, i n t h e Declaration Principles a n d State Policies, mandates t h a t t h e State shall p r o social justice^ i n a l l phases o f n a t i o n a l development. This m e a ^ s t h e equalization o f economic, political a n d social opportun w i t h special emphasis o n the duty o f the State t o tilt the bala social forces b y f a v o u r i n g t h e disadvantaged i n life.^ A m o n g t h e disadvantaged o r vulnerable sectors a r e Pers w i t h Disability. Persons w i t h disabilities ( P W D s ) include those have l o n g - t e r m physical, mental, intellectual o r sensory i m p a i r m which i n interacting w i t h various barriers m a y hinder their full effective p a r t i c i p a t i o n i n society o n a n equal basis w i t h others.3 A b a r r i e r i s a n y t h i n g t h a t gets i n t h e w a y o f peopl disabilities participating i n day-to-day activities, o r t a k i n g opportunities t h a t a r e available t o t h e public. A m o n g t h e m physical o r e n v i r o n m e n t a l barriers f o u n d i n buildings a n d spaces stop people f r o m using a service o r going t o a n event; i n f o r and c o m m u n i c a t i o n barriers that stop people f r o m gettin i n f o r m a t i o n ; attitudinal barriers are w h e n people t h i n k a n d m decisions about disability based o n incorrect i n f o r m a t i o n ; systemic barriers a r e pohcies, practices, o r procedures discriminate against people w i t h disabilities. ^ Social Justice is neither communism, nor despotism, nor atomism, nor anarchy, but the laws and the equalization of the social and economic forces by the State so tha and objectively secular conception may at least be approximated.
