1 THE IDENTIFICATION CARDS ISSUED TO PERSONS WITH 2 PERMANENT DISABILITY AS PROVIDED IN (I) AND (III) OF 3 THE PRECEDING PARAGRAPH SHALL BE VALID DURING THE 4 LIFETIME OF THE HOLDER, AND MAY BE RENEWED IN CASE 5 OF LOSS OR DAMAGE: PROVIDED, THAT SUCH PERMANENT 6 DISABILITY IS CERTIFIED BY THE MUNICIPAL OR CITY 7 HEALTH OFFICE WHERE THE PWD RESIDES; PROVIDED 8 FURTHER, THAT THE ISSUING OFFICES SHALL IMPLEMENT 9 MEASURES TO ENSURE THAT THE LIFETIME VALIDITY OF THE 10 IDENTIFICATION CARDS IS NOT ABUSED, ESPECIALLY WHEN 11 THE ID HOLDER DIES." 12 Section 2. Implementing Rules and Regulations. - To carry out the provisions 13 of this Act, the National Council on Disability Affairs in consultation with the 14 Department of Interior and Local Government, Department of Health, Department of 15 Social Welfare and Development and other relevant government agencies and 16 stakeholders shall, within sixty (60) days from the effectivity of this Act, issue the 17 implementing rules and regulations for this Act. 18 Section 3. Separability Clause. - Should any provision of this Act or the 19 application thereof to any person or circumstance be held invalid, the other provisions 20 or sections of this Act shall not be affected thereby. 21 Section 4. Repealing Clause. - All laws, decrees, executive orders, rules and 22 regulations or parts thereof which are inconsistent with this Act are hereby repealed, 23 amended or modified accordingly. 24 Section 5. Effectivity Clause. - This Act shall take effect fifteen (15) days 25 following its publication in the Official Gazette or in at least two (2) newspapers of 26 general circulation. 27 Approved,
