Lapid AN ACT PROVIDING FOR LIFETIME VALIDITY OF PERSONS WITH DISABILITY IDENTIFICATION CARDS ISSUED TO PWDS WITH PERMANENT DISABILITY, FURTHER AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 7277, OTHERWISE KNOWN AS THE ”MAGNA CARTA FOR DISABLED PERSONS", AS AMENDED EXPLANATORY NOTE One of the important measures implemented by the government geared towards the welfare and protection of persons with disabilities (PWDs) is the provision of PWD Identification Cards as basis for the enjoyment of benefits and privileges provided under Republic Act No. 7277, otherwise known as the "Magna Carta for Disabled Persons," as amended. Another laudable aspect of the law is the devolution of the Issuance of PWD IDs to the level of our local government units (cities, municipalities or barangays). However, at present, the validity of PWD IDs is limited to only three years, subject to renewal1. The wisdom behind this limited validity period and the requirement of renewal is the need to re-evaluate the entitlement of the ID holder to the benefits pertaining to his/her status as a PWD. This is to ensure that the information contained therein reflects the holder's current disability status.
