proposes that a permanent S E C R E T A R I A T b e institutionalized a n d tha
functions b e defined b y t h e A n t i - C h i l d Pornography L a w . T h e Secreta
envisioned to coordinate the efforts o f the institutional m e c h a n i s m and s
as t h e r e p o s i t o r y o f i n f o r m a t i o n n e c e s s a r y t o i m p l e m e n t t h e l a w .
I n c o n c l u s i o n , t h e C H R i s a w a r e that e x i s t i n g factors such as acce
internet; t h e lucrative, cross-border s e x t o u r i s m ; a n d t h e prevalent
industry o f this country compounded b y the social ills o f poverty, m o r a l d
poor education a n d lackluster governance make child pornography a ver
