Indeed, the C H R i s concerned that the enforcement component A n t i - C h i l d P o r n o g r a p h y A c t w i l l necessitate f r o m k e y stakeholders n o t o n c o m m i t m e n t to enforce it but the i n n o v a t i v e and creative talents to contri crafting o f a l a w that w i l l not infringe o n the basic h u m a n rights o f any p T w o , i n the treatment o f children w h o m a y have been lured into these and i m m o r a l activities. Congress i s r e m i n d e d that i t i s obligated t o h treat these children, not as criminals, but as victims. T h i s is i n c o n g r u e n c e w i t h our o b l i g a t i o n t o p r o v i d e the highest l e v e l o f protection to o u r children s t a t u s as a S t a t e P a r t y t o t h e U N C R C . T h r e e , special protection measures must be formulated in a holistic and consultative manner s u c h t h a t t h e H o u s e w i l l b e g u i d e d b y t h e v o i c e s expertise o f c h i l d advocates, f r o m educators to l a w enforcers, to social w officers o f the judiciary, t o N G O practitioners, to rehabilitation and r experts. I n d e e d , the ideal law should encompass promotive, preventive and protective environments available to children and their families. T h e response continuum should provide the victim and his/her family access to services t h a t c a n h e a l t h e w o u n d o f t h e e x p l o i t a t i o n . T h e mechanisms for redress of grievances should be rights-based, accessible, and available with all actors accountable and working in a transparent, participative manner. F o u r , l e t t h e law enhance and institutionalize the role of child participation t o v a l i d a t e t h e s e p r o t e c t i o n m e c h a n i s m s t o b e p r e s c r i b e d b y t F i v e , allocate resources t h a t w i l l s t r e n g t h e n n o t only governme institutions that w i l l capture, prosecute and b r i n g to justice these c r i ensure that these resources b e funneled to schools, c o m m u n i t i e s and fam that these i m p o r t a n t social venues o f children are equipped to deal w i t h t of child pornography. S i x , t h e child perspective, meaning that ideals and aspirations of the U N C R C , should permeate all services f r o m m o n i t o r i n g a n d r e p o r t i n g o f cases, legal services, to counseling, rehabilitation and reintegiation. F o r the child perspective w i l l require ample resources, and therefore political support and sustain these services.
