No. 2125 ¥ NDEX Introduced by Senator SONNY ANGARA AN ACT ‘ PROVIDING FOR LIFETIME VALIDITY OF PERSON WITH DISABILITY IDENTIFICATION CARDS FOR THOSE WITH PERMANENT DISABILITY OR ELDERLY, AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 7277, OTHERWISE KNOWN AS THE "MAGNA CARTA FOR PERSONS WITH DISABILITY," AS AMENDED EXPLANATORY NOTE Under National Council on Disability Affairs (NCDA) Administrative Order No. 001, Series of 2008, a Person With Disability Identification Card (PWD-IDC), which serves as the Standard National Identification Card for PWDs, shall be the basis for the entitlement of the privileges provided for under the Magna Carta for Persons with Disability, as amended. Such privileges include discounts and VAT exemption for transportation fare, medicines, and medical services. 5 Currently, the NCDA A.O. No. 001 requires all PWDs to go through the tedious process of renewing their PWD-IDCs every three (3) years. This poses a challenge to PWDs with permanent disabilities or elderly PWDs since many of them have issues with mobility and/or access to renewing offices. Furthermore, even with Batasang Pambansa Big. 344 or the Accessibility Law, as mandated by Republic Act No. 7277 or the Magna Carta for Persons with Disability, many government offices are still noncompliant. This is evident in a 2015 report from the NCDA which stated that out of 1,200 local government agencies that was inspected nationwide, only 40 passed the criteria set for the minimum requirement for the Accessibility Law.
