Hence, this bill seeks to provide additional relief to the sector by granting lifetime
validity to the PWD-IDCs of a) PWDs with permanent disabilities or b) PWDs who are
also senior citizens issued by the following offices:
a) Office of Persons with Disability Affairs or the City/Municipal Social Welfare and
Development Office of the place where the PWD resides; or
b) National Council on Disability Affairs (NCDA)
Relieving them with the nuisance of renewing their ID cards will allow them to
focus instead on living independently and equally with the rest of the community while
enjoying the benefits accorded to them. Therefore, the passage of this bill is earnestly
sought.
