No. 10754 such as serving a family of nine members - ail of which, including young 2 children, had PWD-IDCs; 3 WHEREAS, ACT-CIS Representative Eric Yap also revealed a scheme where fixers 4 can give out PWD-IDCs to individuais who do not have any form of disability for a certain 5 fee; 6 WHEREAS, Secretary Lopez announced that the department, through its Fair Trade 7 Enforcement Bureau (FTEB), is currently investigating the alleged proliferation of fake 8 PWD-IDCs and has calied on establishments and citizens to report this form of corruption 9 to the National Council of Disability Affairs (NCDA), the National Bureau of Investigation 10 (NBI), and the Presidential Anti-Corruption Commission (PACC); 11 WHEREAS, exploitation on the use of the benefits and privileges specifically 12 intended to help alleviate any financial burden encountered by PWDs should not be 13 tolerated. It should also be highlighted that, during this period, establishments like 14 restaurants, entertainment centers and hotels are still struggling from the effects of the 15 COVID-19 pandemic; 16 WHEREAS, the continued frauduient usage of PWD-IDCs could also be detrimental 17 to real PWDs who are in actual need of the benefits and priviieges under the law as these 18 PWDs may be discriminated by establishments; 19 WHEREAS, this recent development calls for a thorough review of the law to 20 determine how it can be amended to efficiently implement the benefits and privileges of 21 our PWDs and at the same time protect our establishments against abuses; 22 NOW, THEREFORE BE IT RESOLVED, for the appropriate Senate Committee to 23 investigate, in aid of legislation, the alleged proliferation of "fake" PWD Identification 24 Cards (PWD-IDC) with the end in view of assessing the implementation of Republic Act 25 No. 7277 or the Magna Carta for Disabled Persons, as amended by Republic Act No. 26 10754 or an Act Expanding the Benefits and Privileges of Persons with Disability and 27 instituting safeguards where appropriate. 28 Adopted, NY ANGARA
