PROFILE OF
DR. MARCOS A. ORELLANA (LL.M., S.J.D.)
Dr. Marcos A. Orellana (LL.M., S.J.D.) is Director of the Environment
and Human Rights Division at Human Rights Watch.
A native of Chile, Marcos represented the eight-nation Independent
Association of Latin America and the Caribbean (AILAC) in the negotiations
of the Paris Agreement on Climate Change. He has also acted as legal counsel
to the Chilean Ministry of Foreign Affairs on international environmental
issues, such as the Rio+20 process leading to the United Nations Conference
on Sustainable Development.
Previously, Dr. Orellana directed the trade and sustainable development
program at the Center for International Environmental Law (CIEL). He also
was a visiting scholar with the Environmental Law Institute in Washington
DC and a Fellow at the Lauterpacht Research Centre for International Law of
the University of Cambridge, in the United Kingdom.
Dr. Orellana is also Adjunct Associate Professor at the George
Washington University School of Law and lectured, at various times, at the
University of Geneva, the University of Melbourne, and the University of
Pretoria.
At one point, Dr. Orellana was legal advisor to several international
institutions, including UN Environment and the Office of the High
Commissioner for Human Rights.
