Included in this circular the immediate response to food sustenance and livelihood recovery through the provision of Livelihood Assistance Grant (LAG). This was specified through the Memorandum Circular No. 19, series of 2020 or the Special Guidelines on the Provision of LAG. Due to budget constraints brought by the lapsed of the Bayanihan To Heal as One Act, the Department identified five (5) pilot municipalities for the LAG and only the Municipalities of San Juan in Ilocos Sur and Caba in La Union belonged to coastal municipalities that will include women fisher folks; however, since the budget downloaded can only cater 115 beneficiaries, the proposed livelihood recovery projects of eligible beneficiaries from the Municipality of Sta. Barbara, Pangasinan, which is not a coastal area, were funded. However, the Department is still waiting for the final advisory regarding the provision of LAG as stated in the Bayanihan to Recover as One Act which will be implemented in all cities and municipalities of Region 1 and will possibly cater the coastal communities and women fisherfolks.
