EXPLANATORY NOTE
The 1987 Constitution has very wisely given the highest priority to the
protection and promotion of the rights of indigenous cultural communities to
ensure their economic, social and cultural well-being.
Various provisions for the promotion of the rights and welfare of the
members of the indigenous cultural communities are enshrined in the 1987
Constitution. Hence, it is imperative upon the government to adopt policies and
prograrns for indigenous cultural communities.
But to ensure that these
programs are based on facts and an enlightened judgment, it is necessary to
have a continuing in-depth study of the indigenous cultural communities, who
should also participate in such study.
To serve this purpose, this proposed measure seeks to create a center for
studies on indigenous cultural communities. The said center will conduct
research and policy studies to proactively and effectively respond to and address
the needs of its beneficiaries.
The early passage of this proposed measure is highly recommended.
