GBV IN REGION XI
A woman with disability was humiliated and discriminated by their Barangay
Captain in one of the barangays in Region XI.
According to the PWD victim that on April 18, 2020 at around 10:00 AM, she was
processing her claims for DOLE Tupad in their barangay hall when she saw their
barangay captain and thereafter confronted him about the Social Amelioration Program.
She imputed against the said barangay captain about manipulation with favoritism the
list of recipients as it came to her knowledge that there were unqualified recipients
included in the list excluding her.
She further questioned the said barangay official why she was not included in
the list considering that the former is a single mother and that she just lost her job
since the cafeteria where the former work as a cook has ceased operation due to
COVID-19 pandemic. The two had a heated discussion and the said barangay official
out of anger was about to punch the PWD victim and made loud utterances
discriminating the latter about her disability.
The Commission on Human Rights extended legal assistance to the PWD victim
in filing a case and rendered legal counselling.
