Pertinent Covenant on provisions Economic, of Social Article and 13 Cultural of the Rights, International which Philippines has ratified, read: "1. T h e State Parties to the present Covenant recognize the right of everyone to education. T h e y agree t h a t education shall be directed to the full development of t h e h u m a n p e r s o n a l i t y a n d t h e sense of its dignity, and shall s t r e n g t h e n the respect for h u m a n rights a n d fundamental freedoms. They further agree that education shall enable all persons to participate effectively i n a free society, p r o m o t e u n d e r s t a n d i n g , tolerance a n d friendship a m o n g all nations and all racial, ethnic or religious groups, and further the activities of the U n i t e d Nations for the m a i n t e n a n c e of peace. 2. T h e State Parties to the present Covenant recognize that, with a view to achieving the full realization of this right. (a) (b) P r i m a r y e d u c a t i o n shall be c o m p u l s o r y a n d available free to all; Secondary education i n its different forms, including technical and vocational and secondary education, shall be made generally available a n d accessible to all by every appropriate means, a n d i n particular by the progressive introduction of free education;" Article 14 of said C o v e n a n t also reads: " E a c h State Party to the present Covenant w h i c h , at t h e t i m e of b e c o m i n g a Party, h a s n o t been able to secure i n its metropolitan territory or other territories u n d e r its jurisdiction compulsory primary education, free o f c h a r g e , u n d e r t a k e s , w i t h i n t w o yeai^s, t o w o r k o u t and adopt a detailed p l a n of action for t h e progressive implementation, within a reasonable n u m b e r of years, to be fixed i n t h e p l a n , of t h e p r i n c i p l e of c o m p u l s o r y e d u c a t i o n free of charge for all." the
