perform an activity in the manner or within the range considered normal for a

b. Indigent Person with Disability refers to a person with disability who is frail,

sickly, and without pension or permanent source of income, or regular
5
support from his/her relatives to meet his/her basic needs.

c. Impairment is any loss, diminution or aberration of psychological,
physiological, or anatomical structure of function;
d. Disability refers to (1) a physical or mental impairment that substantially limits
one or more psychological, physiological or anatomical function
of an

individual or activities of such individual; (2) a record of such an impairment;
11
or (3) being regarded as having such an impairment;

e. Handicap refers to a disadvantage for a given individual resulting from an
13
impairment or a disability, that limits or prevents the functions or activity, that
14
is considered normal given the age and sex of the individual

Section 4. Coverage. - All indigent PWD, as verified and certified by the
17
Department of Social Welfare and Development (DSWD) and the National Council on
18
Disability Affairs (NCDA) shall be covered by the provisions of this Act.
19
The eligible PWD shall be entitled to a monthly social pension from the DSWD
20
amounting to Two thousand pesos (Php 2,000.00) to augment his/her daily
21
subsistence, subject to existing government auditing rules and regulations: Provided,
22
that the social pension may be waived if the PWD is capable of supporting his/her
23
own self or his/her family as certified by the DSWD Field Office concerned.

Section 5. Database of PWDs. - To implement effectively, a database of all
26
PWDs should be created by the NCDA and DSWD. Renewed efforts must be made to
27
collect comprehensive, accurate and update information that can be disaggregated
28
according to a wide range of variables as a basis for effective planning and
29
implementation services, and monitoring and evaluation. The creation and
30
management of this database shall adhere strictly to the standards set forth in
31
Republic Act No. 10173, otherwise known as the "Data Privacy Act of 2012."
