However, the Constitution adopted on 5 August 1992 and amended substantially in 1999, states in Article 73 (Education) 1: Everyone shall have the right to education. 2. The State shall ensure the elementary education, which shall be compulsory, universal and free of charge and whose duration shall be established by law. 3. All the education shall be under State monitoring. ACTIVITIES UNDER UNESCO SECTORS/PROGRAMMES Education Sector Since the world conference on Education For All (EFA), national authorities defined the goals within the framework of the “six key aspects” mentioned in paragraph 8 of Guidelines of Action in order to answer the needs of fundamental education.
