1 (b) post-secondary telecommunications and information 2 technology-related education, development, planning and management 3 programs; and 4 5 6 7 (c) a training program for telecommunications employees; (3) provide assistance to students who (a) participate in telecommnnications or information technology work study programs; 8 (b) are enrolled in a full-time graduate or undergraduate program 9 in telecommunications-related education, development, planning, 10 11 12 13 or management. (D) Treatment. - A training and technical assistance grant to an entity shall be in addition to any block grant provided to the entity. (E) Provision of Technical Assistance by the Commission. - The Commission 14 may provide technical assistance, directly or through contracts, to - (1) eligible entities; 15 and (2) persons or entities that assist ICC/IP organizations. 16 SECTION 8. Compliance. - 17 (A) Audit by the Commission on Audit (COA). - 18 (1) In General. - The COA may audit any financial transaction involving 19 grant funds carried out by a block grant recipient or training and technical 20 assistance grant recipient. 21 (2) Scope of Authority. - In conducting an audit under paragraph (l), the 22 COA shall have access to all books, acconnts, records, reports, files, papers, 23 things, or property belonging to or in use by the grant recipient that relate to the 24 financial transaction and are necessary to facilitate the audit. 25 (B) Environmental Protection and Indigenous Peoples Rights. - 26 (1) In General. - After consultation with rural communities, the Council 21 may promulgate regulations to - (a) ensure that the policies of the Indigenous 28 Peoples Rights Act of 1997 and other laws furtber the purposes of that Act (as 6
