proposed ‗Cagayan de Oro City Diversity and Equality Ordinance‘ to the Office of the
Committee on Social Services, City Government of Cagayan de Oro City. Said Committee
is the author of the CDEO in partnership with the Civil Society Organizations (CSOs). To
date, we are still waiting for its final approval with the City Council as it is already approved
at the Committee Level.
In line with our Policy Advisory services, the Commission has issued several Human Rights
Advisories and/or Policies relative to gender and thematic concerns on COVID-19. Copies
of said Human Rights Advisories have already been transmitted to the concerned
government agencies for their reference and guidance.
Further, the regional office also issued a ‗Human Rights Bulletin On Curfew in the Time of
COVID-19 bearing CHR-X-HRB-003-2020, this in response to the posting of photos online
involving minors who infringed local ordinances on curfew. We have posted a copy of said
bulletin in our regional Facebook page and transmitted a copy of it with the respective
local government agencies and LGUs for their guidance and monitoring. (A copy of the HR
Bulletin is herein attached).
We also, assisted in the referral of the ‗Perception Survey on the Situation of Girls and
Young Women during Covid-19‘ spearheaded by the Council for the Welfare of Children
(CWC). The survey was sent out through email and identified partner Civil Society
Organizations to answer the survey questions online. The region has identified the
following partners to participate the online survey, to wit: Oro Youth Development Center
(OYDC), Human Rights Youth Action Network (HRYAN), BALAOD-Mindanaw, Persons With
Disabilities, Philippine Island Kids Foundation Inc. (PIKIFI), Gugma sa Kabataan whose
programs involves children and youth.
Furthermore, we are also facilitating an online research and consultations on the Situations
of our partner Indigenous Peoples (IPs) or Indigenous Cultural Communities. The report
will be submitted on June 15, 2020. Details of the report will be included in the next
reporting schedule.
