Thus, every graduate of basic education shall be an empowered individual who is knowledgeable and competent, possesses high moral standards, integrity, and responsible and capable of achieving a high level of personal well being as well as being able to contribute to the betterment of the family, the society, nation and Ummah at large Sec. 4. Legal Framework.
