a. the Government of the Philippines should fulfil its obligations to protect the
human rights of the Filipino people by (inter alia):
i. signing and ratifying the Paris Agreement, and complying with its
agreed obligations there under, particularly in relation to the emissions
reductions targets and other commitments set out in its NDC;9 and
ii. continuing to participate in the global process to mitigate climate
change as established by the UNFCCC and the Paris Agreement;
b. the Carbon Majors listed in the Petition must respect the human rights of the
Filipino people in accordance with the Guiding Principles by (inter alia):
i. recognising the adverse human rights impacts of their past and current
greenhouse gas emissions, which have contributed to climate change;
ii. applying the requirements of the Guiding Principles to those impacts;
and
iii. preparing (in consultation with relevant stakeholders) and publishing
detailed business plans describing their operations and activities in a
world in which warming is kept well below 2 degrees celsius.
3 Jurisdictional issues
14. Regrettably, the majority of the corporate respondents to the Petition have decided
not to respond to the Petition at all, or failed to provide a meaningful response to the
