On State Actors as Justice and Peace Stakeholders, if they see their or their office as having an important role in justice and peace, and in the global campaign against Violence Against Women and Children. For the ZCPO, as the office looks into the city’s peace and security, it also attends as part of its services to couples who are quarreling especially when they are shouting at each other and disturbing the peace and quiet within the community neighborhood. “Sometimes a simple quarrel could escalate into the use of weapons and when under the influence of liquor, the violence becomes worse from verbal to psychological and extreme physical violence” (ZCPO-WCPD Respondent-Investigator, personal communication, August 25, 2020). “Our role is to offer social services, the assistance and refuge the woman needs. The Women’s Crisis Center could be a temporary shelter for the woman and her children when she has nowhere to run to while the partners can be calm and sort out differences” (ZCSWDO RespondentResearcher, personal communication, August 25, 2020). II. Case Studies of 35 Survivors The case studies were conducted at the communities identified by the ZCPO as having the highest number of incidents reported in 2019: Tumaga, San Roque, Santa Maria, Mercedes and Pasonanca. The succeeding paragraphs provide background data on the community and on the gender program the BLGU has implemented as a state assistance via the barangay or community. As a social system, Barangay Tumaga’s total land area is about 274.2 square hectares, and about 4.3 kilometers from the city proper, its total population as of year 2015 is approximately 30,824, there are about 5,964 households with 5,203.3 families with different ethnic and majority of which belong to the Zamboangueño, Visayan, Muslim, Tagalog and others of which chavacano is the primary dialect and Roman Catholic is the common religion. The most common occupation is laborer blue collar job, white collar jobs, private/government employee or self-employed. Tumaga is one of the most grossly populated among the 98 barangay of Zamboanga City. 23
