SEC. 3. O bjectives. - The ALS is a cost-effective learning alternative to

the existing formal education instruction. This Act therefore seeks to attain the

following objectives:

a) To provide adequate attention to the learning needs o f the marginalized
7
sectors o f our society particularly the adult citizens, out-of-school youth,
8
members o f cultural minorities, indigenous people, and persons with disabilities.

b) To provide the opportunity o f a flexible education program outside of the
10
formal school system.

c) To provide accessible training and education services in every barangay,

including

communities.

d) To provide a Mobile Teacher Program especially for persons w ith disabilities

SEC. 5. D e fin itio n o f Terms. - For purposes o f this Act:

a)Alternative Learning System (ALS) refers to the system o f education
25
which provides a parallel learning system o f a viable alternative to the
26
existing formal education. I t includes the non-formal, informal, and
27
indigenous learning systems as sources o f knowledge and skills;

h)Adults refer to persons at least eighteen (18) years o f age and above;
