the nature of their job, majority of them are blind massage therapists, there was
total stoppage of their work and livelihood activities. During the monitoring,
they raised issues on the “No PWD ID-NO Relief” policy and non-inclusion of
PWDs who are single and are living alone in the Social Amelioration Program
(SAP). They call on the government to provide alternative livelihood projects
for the blind and free-in house education for children with disabilities; the
inclusion of all PWDs under the SAP regardless of civil status and ; that the ”No
PWD ID-No Relief” should not be implemented in times of crisis.
In response to the COVID-19 health protocols, all jails have temporarily
suspended the PDLs’ visitation privilege. In lieu of physical visitation, some jails
are implementing the Electronic Dalaw or “e-Dalaw” program, where PDLs
can communicate with their relatives and lawyers online. In the region, only
one (1) PDL in Baguio City Jail-Male Dormitory tested positive for COVID-19.
Said PDL was immediately attended to and no other infection was reported
thereafter.
