Effect of Coronavirus Pandemic to Businesses in CAR
According to the National Economic and Development Authority
– CAR (2019), the region has had positive economic growth over the
past years from 2013-2018. However, according to the same agency, it
has reported that various sectors in the region incurred more than P15.6
billion in losses with the implementation of the Luzon-wide Enhanced
Community Quarantine (ECQ) to contain the spread of the Coronavirus
Disease 2019 (COVID-19) (See, D. A. 2020).
According to Catajan (2020), the tourism sector in CAR recorded
a loss of P1.4 billion with expected arrivals lost pegged at 327,637 from
March to April representing forgone tourist expenditures for two (2)
months; and a total of 186 tourism establishments and 277 tour guides
have been displaced in the region. The suspension of the annual
Panagbenga or the Baguio Flower Festival and other local festivals have
also led to the drop in tourism and agriculture sales.
In the agricultural sector, 58,576 affected vegetable and livestock
farmers with 24,300 losing their jobs, equating to P9.543 million lost in
income. In the productive sector, at least 13,239 employees have been
affected by the pandemic which halted work for almost two (2) months.
According to the Department of Trade and Industry (DTI), there are
13,999 out of 24,716 micro small and medium scale enterprises in the
entire region which temporarily closed, while 651 cooperatives halted
operations, thus losing the unrealized sale of consumer goods and
forgone income from loan penalties, rentals, and bookings.The
infrastructure sector has also lost P3,625,749,547.51 in the subsectors of
health facilities, transportation, communication, and other infrastructure.
Government Response to Losses Due to COVID
According to the National Government Portal (www.gov.ph), the
Philippine government has implemented COVID-19 financial and loan
assistance programs to cushion the economic damages to the people
brought about by the lockdown, among of which are the following:

Social Amelioration Program (SAP) or Emergency Subsidy Program
(ESP) by the Department of Social Welfare and Development
(DSWD) – aims to provide cash or non-cash subsidy to 18 million
household beneficiaries, in the amount of at least P5,000 to a
maximum of P8,000 per month for 2 months, for basic food,
medicine, and toiletries. In the Cordillera Administrative Region, a
total of 299,000 families have benefited from the first tranche of
