Everyone is struggling to contain the pandemic and the Bahay Pag-asa centers (BPAs) and other youth detention facilities were not spared from the crisis. Visitation to all detention facilities including youth centers was suspended to prevent the spread of the plague. BPAs temporarily closed its door for volunteers, visitors and sadly, even their families and relatives. Some of the centers cancelled their activities outside but rehabilitation services and other activities continued in the center. As a result, there was, unfortunately, no physical visitation of the Bahay Pag-asa Centers, Youth Rehabilitation Center and other youth detention facilities. To comply with our mandate and as a member of the Regional Juvenile Justice and Welfare Council (RJJWC), an online monitoring was conducted instead to continuously monitor the situations of the Children in Conflict with the Laws. Hence, the following are the number of CICLs temporarily lodged at the different centers in the Cordillera for rehabilitation and intervention as of June 2020: CICLs lodged in BPAs, Youth Rehabilitation Centers and other Detention Facilities from January to June 2020 BAHAY PAG-ASA CENTER / YOUTH FACILITIES GENDER TOTAL Female Male Abra Bahay Pag-Asa 0 22 22 Benguet Bahay Pag-Asa 0 2 2 Kalinga Bahay Pag-Asa 0 12 12 Ifugao Bahay Pag-Asa 0 4 4 Regional Rehabilitation Center for the Youth (RRCY) TOTAL 0 13 13 0 53 53 As compared to the number of CICLs temporarily lodged at different youth facilities from July to December 2019, CICLs dropped at a percentage of twenty-four percent (14%) from January to June 2020. It was also noted that this first semester, no female CICL is house in any of the BPAs or youth detention facilities in the Cordillera. According to the BPA center heads, the pandemic did not only affect the operation of the center but has resulted stress to the children. The delay of the court hearings also gave worries to the children especially for those who are waiting for the disposition of their case/s, the schooling and that they are not allowed to be visited. BPAs, however, continues to provide different activities to help the CICLs overcome negative thoughts and feelings brought by the situation. In Abra BPA, the CICLs joined force with the Provincial Government of Abra to do volunteer works. The pandemic did not hinder them to help others by repacking relief goods distributed to the people of Abra. 23 P a g e CHR CAR REGIONAL HR SITUATION REPORT – JANUARY to JUNE 2020
