Women and Children Police Desk (WCPD)-PROCOR recorded 217
GBV reported cases to the PNP in the region, the highest of which is
Violence Against Women and their Children (VAWC) under R.A. 9262 with
83 followed by rape with 73. The third highest is Acts of Lasciviousness with
25 reported incidents. This trend is similar to the previous semesters. During
the last semester of 2019 (January-June 2019), the highest reported GVB
cases is VAWC with 133 cases; Rape with 89 cases, 59 of which are rape of
girl-children; and third is Acts of Lasciviousness with 33 cases.
From these data, it could be deduced that the most prevalent GBVs
committed in the region are VAWC under R.A. 9262, Rape with emphasis
that majority of victims are girl-children, and acts of lasciviousness. It is
observed also, that there was a decrease in the number of GBV cases
reported from 277 cases in the 2nd semester of 2019 to 217 cases this
semester. Baguio City recorded the highest GBV cases at 78 followed by
Benguet at 32.
B. Children
Violence against children (VAC) in the Cordillera Administrative
Region (CAR) remains to be at alarming levels. In CHR-CAR, twenty (20)
complaints involving children have been received from January to June
2020. Five (5) cases were docketed as human rights violations / abuse
(HRV/A) while others were legal assistance which usually involve paternity,
family relations, support and/or child custody issues. Among the five (5)
cases docketed, sexual abuse is the most prevalent form of violence.
Other violations are: Right to Life and Right to Liberty. The data shows that
sixty percent (60%) of the victims are male and forty percent (40%) are
female which illustrates that there are more boys who experienced abuse.
Data also shows that 80% of the children abused are ages 10-17 years old.
CHR-CAR records likewise show that four (4) out of the five (5) cases
happened in Baguio City.
