No report / complaint on gender violence committed in jail by male PDLs and/or jail personnel have been received. Most female PDLs are charged with Violation of RA 9165 followed by Estafa. ➢ TORTURE CRUEL, INHUMAN OR DEGRAD ING TREATMENT OR PUNISHMENT No complaint /report of torture and cruel, inhumane or degrading treatment or punishment committed by any jail personnel has been received by this office. No death in jails was likewise reported. ➢ JAIL / PDLs SITUATION DURING T HE COVID-19 PANDEMIC In response to the COVID-19 health protocols, all jails have temporarily suspended the PDLs’ visitation privilege. In lieu of physical visitation, some jails are implementing the Electronic Dalaw or “e-Dalaw” program, where PDLs can communicate with their relatives and lawyers online. In the region, only one (1) PDL in Baguio City Jail-Male Dormitory tested positive for COVID-19.
