officials must patiently entertain and accommodate them as
stressed by Liga President Michael Lawana of Baguio City.
For a lifetime benefit on the use of the PWD ID, LGU officials should
take the opportunity, now that they have massive listing/profiling
of PWDs in their jurisdiction, to assist PWDs avail of said ID. On the
medical requirements needed for the issuance of PWD ID, there
should be an inter-agency agreement that the doctor’s fee and
other expenses shall be free of charge for the PWD. This was
shared by Councilor Allad-iw during the monitoring at Sto. Tomas
Central School Area barangay hall on April 23, 2020.

Provision of ‘Home for the Aged’ for home-less and living-alone
PWDs. Home for the aged may not be found in the development
plans of a developing society like the Philippines or the Cordillera
Region but the case of Mr. Lorenzo Pacsi, a 57 year-old blind PWD
living in a shanty near a transmitter site in Beckel, La Trinidad,
Benguet is a reality that should be considered by the government.
The fellow, when interviewed by the monitoring team said that he
can cook rice now that there is rain where he can fetch water;
but normally, he said he will just have “arina” (pancake) which is
easily prepared.
▪
