On March 13, 2020 at around 3 AM a composite team of police and
military from the National Capital Region Police Office, Police Regional
Office Cordillera, Baguio City Police Office and AFP-Northern Luzon
Command went to Hamada Subd., Lourdes Extension, Baguio City to
serve a search warrant and 4
arrest warrants to Julius Giron.
Accordingly, the three shot at the state forces prompting them to shot
back resulting in the death of the three.
Giron was a member of the political bureau and the chairman of the
National Military Commission of the CPP-NPA and was appointed as the
overall chairman of the CPP-NPA in 2014. He also heads the CPPNorthern Luzon Commission. Tangco was a medical doctor a member
of the CPP Executive Committee while Alarcon served as security aide
of Giron and was a member of the CPP-NPA Northern Luzon.
4. EUGENE BACANI JR. (CHR-CAR Case No. 2020 - 0052)
Eugene Bacani Jr. is the son of a known drug personality. As for his
profile, he was known as a robber and a thief. He came from a drinking
spree and went home after. He was then reported missing. The next
day, he was found dead at Loakan Proper, Baguio City. He sustained
a puncture wound in his chest and ligature marks on his neck.
Discrimination on Account of Political Belief or Opini on
CHR CAR received 8 cases of red-tagging cases this semester. The
victims are members of media, activists and human rights advocates
but were being labeled or tagged as NPA or communist supporters,
recruiters, or supporters by the PNP.
Red tagging has been defined as an act of State actors,
particularly law enforcement agencies, to publicly brand individuals,
groups, or institutions as...affiliated to communist or leftist terrorists It has
also been defined as the act of labelling, branding, naming and
accusing individuals and/ or organizations of being left-leaning,
subversives, communists or terrorists (used as) a strategy...by State
agents, particularly law enforcement agencies and the military, against
those perceived to be 'threats' or 'enemies of the State.
Red-tagging impinges on the right to free expression and dissent
according to media and rights groups. Red-tagging also threatens the
lives or safety of individuals.
