institutions, or other equivalent body, in the countries of Respondent Carbon Majors, or for other practical reasons the same could not be implemented, Petitioners will find it amenable that the investigation and related processes for this Petition will involve only those Respondent Carbon Majors with branches, regional offices, and/or subsidiaries in or substantial connection (through their agents) to, the Philippines. Statement of Facts This section establishes the scientific basis for this Petition concerning the human rights implications of climate change and ocean acidification and the estimated responsibility of the Carbon Majors. First, there is a discussion of the Carbon Majors, followed by an overview of climate change and ocean acidification impacts. See Annex “D” for a details of the Carbon Major publications. 1. Carbon Majors The Carbon Majors findings, based on peer-reviewed methodology, are found in three ground-breaking publications: 1. Climate Accountability Institute, Press Release on Update of Carbon Majors Project, released in December 2014, appended as Annex “D-1;” 2. Carbon Majors: Accounting for carbon and methane emissions 1854-2010 Methods and Results Report, released in 2013 and updated at the beginning of 2014, appended as Annex “D-2;” and 3.
