GBV CASE IN NCR
A woman with disability due to her bipolar disorder from Region III (Central
Luzon), a single mother of two (2) children, was sexually harassed by means of hugging
and kissing her by the owner of the house where she is staying in the National Capital
Region (NCR) as she was no permanent address and keeps moving from one place to
another, without her consent and against her will.
She reported the said incident via text messages to a person in charge of peer
monitoring within the said region. She further reported that after the said incident, she
immediately reported the same to the barangay hall, police and DSWD. According to
her, the DSWD did not want to admit her as she is a bipolar and was supposed to bring
her to her relatives residing in NCR.
However, she did not wish to be brought to them as she had bad experiences
with the said relatives of which triggered her disability. After referral to MSWDO and
even to Haven Shelter for Women, the GBV survivor ended up being admitted to the
CHR's temporary shelter for GBV.
While Haven Shelter for Women is willing to admit the Survivor, the restrictions
on communications discouraged her from continuing with institutional admission as she
needs to be in constant contact with her children in Olongapo. The Center is also
helping the survivor in seeking assistance and relief for her children in Olongapo.
