Hazel Joy Carian from Brgy. Binay, Palapag, Northern Samar was hit by P/B Lito Orio,
barangay captain of Brgy. Binay after her common-law spouse confronted the said barangay
captain as regards the listing of beneficiaries for the Social Amelioration Program (SAP) in their
respective barangay.
Hazel Joy tried to take a video of Osorio but the said barangay captain grabs her phone.
She continued to take a video while her son is trying to restrain P/B Osorio and even the latter was
about to leave. Consequently, P/B Osorio approached her and hit her with a gun causing her lips
to bleed. The police are now searching for the said barangay captain and Palapag Municipal Police
Station has an ongoing investigation on the case. Case is referred to CHR-VII.
