disabilities, and abilities of the learners;
(k) To train and equip all teachers, including child

administrators, non-teaching staff of the school, sign

language interpreters, parents, and guardians, as partners

in

advancement of learners with disabilities;

the
teachers
primary
care,
and
workers,
development,
principals,
education,
and
(l) To increase school retention and cohort survival of
learners with disabilities;

(m) To establish an effective consultative mechanism
12
that will actively involve learners with disabilities, when
13
appropriate, and their representative organizations in the
14
implementation of this Act and in resolving issues relating
15
to it; and
16
(n) To ensure the inclusion of the Filipino Sign
17
Language as the first language (L1) or mother tongue of
18
the deaf learners under Republic Act No. 10533 or the
19
“Enhanced Basic Education Act of 2013”.
