59 1 SEC. 36. Repealing Clause. – All laws, presidential 2 decrees, executive orders, issuances, rules and regulations, 3 or parts thereof contrary or inconsistent with the 4 provisions of this Act are hereby repealed, amended, or 5 modified accordingly. 6 SEC. 37. Effectivity. – Notwithstanding the non- 7 issuance of the IRR, this Act shall take effect fifteen (15) 8 days after its publication in the Official Gazette or in a 9 newspaper of general circulation.
