REPUBLIC OF THE PHILIPPINES DEPARTMENT OF TRANSPORTATION December 18, 2017 DEPARTMENT ORDER No. 2017-018 TO : MANILA INTERNATIONAL AIRPORT AUHORITY (MIAA) MACTAN CEBU INTERNATIONAL AIRPORT AUTHORITY (MCIAA) CLARK INTERNATIONAL AIRPORT AUTHORITY (CIAC) CIVIL AVIATION AUTHORITY OF THE PHILIPPINES (CAAP) SUBIC BAY INTERNATIONAL AIRPORT AUTHORITY (SBIAA) SUBJECT : Installation and use of PWD and Senior Citizen Accessible Passenger Boarding Ramps by Airline Operations And Airport Ground Handlers Section 27 of Republic Act No. 7277, or the Magna Carta for Disabled Persons, warrants that the State shall ensure the attainment of a barrier -free environment that will enable disabled persons to have access in private and public buildings and establishments, and such other places mentioned in Batas Pambansa Bilang 344. BP Blg. 344 posits that no license or permit for the construction, repair or renovation of airports or public utilities shall be granted or issued unless the owner or operator thereof shall install and incorporate such structural features as shall reasonably enhance the mobility of disabled persons. The goal of attaining a barrier-free environment is not limited to Persons with Disabilities as Republic Act No.9994 or the Expanded Senior Citizens Act of 2010 likewise requires minimum requirements and standards to make transportation facilities and utilities for public use accessible to senior citizens to enhance mobility. The International Civil Aviation Organization (ICAO), through ICAO Document No.9984 or the Manual on Access to Air Transport by Persons with Disabilities, directs all airport and aircraft operations, including ground handlers, to ensure that boarding equipment that provides for the safe and dignified boarding and disembarking of persons with disabilities is available for their use at terminals. To effectively address the mandates of BP Blg. 344, RA No.7277, RA No.9994 and ICAO Document No.9984, the active engagement, cooperation and collective commitments of all the stakeholders in the aviation industry are indispensable.
