AN ACT
PROHIBITING DISCRIMINATION, PROFILING, VIOLENCE AND ALL FORMS
OF INTOLERANCE AGAINST PERSONS BASED ON ETHNICITY, RACE,
RELIGION OR BELIEF, LANGUAGE, DISABILITY OR OTHER STATUS
Be it enacted by the Senate and the House of Representatives of the Philippines in Congress
assembled:

SECTION 1. Title - This act shall be known as the Anti- Religious and Racial Profiling
Act of 2013.

SECTION 2. Declaration of Policy. It is hereby declared as the policy of the State to
value the dignity of every human person and to guarantee full respect for human rights
based on international human rights standard as well as recognize and accommodate
different ethnic, religious and cultural practices with the intention of fostering unity
among Filipinos and contributing to our integration as a nation. Towards this end, the
State shall endeavor to:
a)
Value the dignity and equality of every human person and to guarantee full
respect for human rights and the universality, interdependence, indivisibility and
interrelatedness of human rights without distinction of any kind, such as
ethnicity, race, religion or belief, language, disability or other status;
b)
Give the highest priority to the enactment of measures that protect and enhance
the right of all people to human dignity, reduce social, economic, and political
inequalities and remove cultural inequities by equitably diffusing wealth and
political power for the common good;
c)
Promote just and dynamic social order that will ensure the prosperity and
independence of the nation and free the people from poverty through policies
that provide. adequate social services, promote full employment, a rising
standard of living and an improved quality of life for all;
d)
Maintain peace and order, protect life, liberty an.d property and promote the
general welfare for the enjqymepJ by all people of the blessings of democracy;
e)
Recognize and promote the rights of indigenous cultural communities within the
framework of national unity and development;
