ENVIRONMENT SETTING he first part of the program pertains to the local operation of NATRIPAL wherein the federation members will report on their updates. This will also give the opportunity for the local partners to share information and updates on the studies they are currently working in the community. This part will lead to the federation‟s planning towards the end of the program. However, selected participants from the IP children and IP women will be in a separate room for research and survey activity. There were previous researches among the IP groups in three (3) other areas like Bukidnon, Samar, and Negros Occidental. All researches and studies done by the CHR Centers will also be shared to the federation as well as in the local IP communities. The second part of the program is the workshop wherein the IPHRO will be introduced. It was the result of the IP Inquiry last 2017. It was attended by sixty six (66) IP Groups nationwide. It is noted that there are many cross-sectional issues and different sectors involved among the IP communities. This is one of the reasons why IPHRO has been established by CHR. The IPHRO is a systematic mechanism that links between the IPS (Indigenous Political Structures), the Indigenous Cultural Communities (ICCs), and other government agencies or the so-called the duty-bearers. These groups will join forces to monitor all kinds of IP activities in order to come up with the evidencebased reporting. It is evidence-based reporting to avoid the so-called “hearsay.” Cases will be documented and can be tracked-down for follow-ups to take appropriate actions on the complaints. A database system is needed for the IPHRO. The information can be readily accessed anytime via internet. The question of “who will keep the data and what kind of information is to be shown?” has not yet been decided; that is why a workshop is included in the program. However, the CHR has the following suggestions: a) that each tribe or IPS should have a database system included in their IPS; and; b) that each tribe should form or create a strong “mediation-reconciliation” system included in the IPS. In short, the CHR will help in bridging gaps and to form a permanent mechanism in resolving conflicts within the IP community. NATRIPAL Gen.
