Human Rights Commission of the ARMM
SEC. 2. Regional Human Rights Commission. - The Regional Human Rights
Commission shall perform within the autonomous region the functions of the Commission on
Human Rights of the central government as provided under Section 16, Article III of Republic
Act 9054.
SEC. 3. Appointment of the Commissioners. - The Chairman and two (2)
Commissioners of the Commission shall be appointed by the President upon recommendation of
the Regional Governor in consultation with the Regional Assembly.
SEC. 4. Composition of the Commission. - The composition of the Commission shall
reflect the ethnic distribution of the population of the autonomous region.
SEC. 5. Qualification of Commissioners. - The Chairman shall be a lawyer and a
resident of the autonomous region. The two Commissioners shall, preferably, be lawyers or, at
least, holders of bachelor degrees from colleges or universities recognized by the Commission on
Higher Education.
SEC. 6. Salaries and Other Benefits. – The salaries, perquisites, and privileges of the
Chairman and the Commissioners of the Commission shall not be lower than those fixed for the
Chairman and members of the National Labor Relations Commission. The Regional Assembly
may raise such salaries and privileges of the Chairman and the Commissioners subject to
availability of funds.
SEC. 7. Additional Functions. - The Commission may perform additional functions
and adopt measures to enhance and protect the human rights of all the people in the autonomous
region.
Chapter 3
ARMM Economic and Development Planning Board and its Secretariat
SEC. 8. Regional Economic and Development Planning Board. - The Board shall be
chaired by the Regional Governor. The Members of the Board shall be composed of all the
provincial governors and the city mayors of the provinces and cities within the autonomous
region; the Speaker, and two (2) Members of the Regional Assembly appointed by the Speaker,
one (1) of whom shall be nominated by the minority party; and five (5) representatives elected by
the private sector as prescribed by the Regional Assembly.
The Regional Governor may, however, revise the membership of the Board whenever the
same is deemed necessary for the effective performance of the Board‟s functions through an
administrative or memorandum order.
SEC. 9. Powers and Functions of the Board. – The following are the powers and
functions of the Board:
