• SEC 6. To carry out the purpose of this Act, the sum of Ten Million Pesos (P10,OOO,OOO.00) is hereby authorized to be appropriated out of the funds of the National Treasury not otherwise appropriated for the fiscal year two thousand and ten (2010). Thereafter, such sums as may be necessary shall be included in the Annual General Appropriations Act as approved by Congress. SEC. 7. Should any part, section or provision of this Act be held invalid or unconstitutional, the remainder of the law or the provision note otherwise affected shall remain valid and subsisting. SEC. 8. All laws, presidential decrees or issuances, executive orders, letters of instruction, administrative orders, rules or regulations contrary to or inconsistent with the provisions of this Act is hereby repealed, modified or amended accordingly. SEC. 9. This Act shall take effect fifteen (15) days after its publication in at least two (2) newspapers of general circulation. Approved,
