violence by their husband or partner, 1 in 5 (20%) women has experienced
physical violence and 5% has experienced sexual violence by their current or
recent husband or partner.
The cases filed before the PNP from January to September 2016 were
27,403 incidents of violations against RA 9262. There are 18,413 cases of physical
abuse, 127 cases of sexual abuse, 6,884 cases of psychological abuse and 1,979
cases of economical abuse. In the Commission on Human Rights IV-A, 70 out of
413 cases filed during half of 2019 are Gender-Based Violence Cases.
There is a case shared by Atty. Punzalan-Sobreviňas that one woman was
beaten by her partner to the point that her head was bleeding as if she had been
hit by a hard object. She went to CHR and asked for help. The immediate action
of CHR was to advise and assist her with the procedures and where to file the
incident.
It was discussed as well that Violence Against Women is not just a major
public health problem but also a grave violation of human rights. It extremely
manifests gender inequality that targets women and girls because of their
subordinate status in the society and also one of the most widespread,
persistent, and devastating human rights violations in our world today remains
largely unreported due to the impunity, silence, stigma and shame surrounding
it.
Violence Against Women (VAW) is any act of gender-based violence that
results, or more likely to result in, physical, sexual or psychological harm or
suffering to women including threats of such act, coercion or arbitrary
deprivation of liberty, whether occurring in public or in private life.
The role of CHR as Gender Ombud is to advocate for gender equality and
for the promotion and protection of women’s rights, strengthen human right
education for all, assist in the filling of cases against individuals, agencies,
institutions, or establishments that violate the Magna Carta of Women (MCW),
investigate violations that includes those committed by private institutions or by
private individuals, monitor government compliance of the convention on the
Elimination of All Forms of Discrimination Against Women (CEDAW) and the
MCW and Recommend appropriate measures/policies to agencies for effective
implementation, and recommended sanctions under, administrative law, civil
service, or other appropriate laws in cases of findings of violations of MCW or
its Implementing Rules and Regulations.
