1 DETERMINED BY THE NCDA, OR WHO IS AT LEAST SIXTY (60) 2 YEARS OLD SHALL BE VALID DURING THE LIFETIME OF THE 3 HOLDER: 4 CONSULTATION WITH RELEVANT STAKEHOLDERS, SHALL 5 ISSUE A LIST OF DISABILITIES CONSIDERED AS PERMANENT 6 FOR THIS PURPOSE WITHIN SIXTY (60) DAYS FROM THE 7 EFFECnVITY OF THIS ACT: PROVIDED, FURTHERMORE, THAT 8 IN CASE OF LOSS OR DAMAGE, THE HOLDER MAY RENEW 9 HIS/HER IDENTIFICATION CARD; PROVIDED, FINALLY THAT 10 THE ISSUING OFFICES SHALL IMPLEMENT MEASURES TO 11 ENSURE THE PROPER USE OF THE IDENTIFICATION CARD 12 ESPECIALLY IN CASE OF THE ID HOLDER'S DEATH. 13 "X X X." PROVIDED, FURTHER, THAT THE NCDA, IN 14 SEC. 2. Implementing Rules and Regulations.- The Department of Social 15 Welfare and Development (DSWD) and the National Council on Disability Affairs (NCDA), 16 in coordination with the Department of Health (DOH), the Department of Interior and 17 Local Government (DILG) and other concerned government agencies, shall promulgate 18 the necessary implementing rules and regulations within sixty (60) days upon the 19 effectivity of this Act. 20 SEC. 3. Separability Clause.- If any provision of this Act is declared invalid or 21 unconstitutional, the other provisions not affected thereby shall continue to be in full 22 force and effect. 23 SEC. 4. Repealing Clause. - All laws, decrees, executive orders, rules and 24 regulations and other issuances or parts thereof which are inconsistent with this Act are 25 hereby repealed, amended or modified accordingly. 26 SEC. 5. Effectivity Clause. - This Act shall take effect fifteen (15) days after 27 its publication in the Official Gazette or in any two (2) newspapers of general circulation. 28 Approved,
