The creation of a legal instrument to protect the rights of climate displaced people
Recommendations from the panel discussion share a common objective of better integrating
human rights in climate action with a view to respect, protect, promote, and fulfil all human rights
for all. With negotiations of the outcome document of COP21 currently under way, this objective is
critical and States have the opportunity to make considerable progress. From a human rights
perspective, the new agreement and other efforts to mitigate climate change and adapt to its
impacts should specifically address the human rights impacts of climate change and be consistent
with existing human rights agreements, obligations, standards and principles.
