Climate change will amplify existing risks and create new risks for natural and human systems. Risks are unevenly distributed and are generally greater for disadvantaged people and communities in countries at all levels of development. Increasing magnitudes of warming increase the likelihood of severe, pervasive and irreversible impacts for people, species and ecosystems. Continued high emissions would lead to mostly negative impacts for biodiversity, ecosystem services and economic development and amplify risks for livelihoods and for food and human security."28 33. Indeed, the Government of the Philippines has acknowledged the likely impacts of climate change in the Philippines, with the Philippines Atmospheric, Geophysical and Astronomical Services Administration stating in its report, Climate Change in the Philippines, that: "[a] warmer world is certain to impact on systems and sectors; although, magnitude of impacts will depend on factors such as sensitivity, exposure and adaptive capacity to climate risks. In most cases, likely impacts will be adverse."29 34.
