On State Actors as Eyewitness, whether it has happened that the verbal abuse or threats (as the violence) happened in their presence or in the presence of their office representatives who may be the investigators or social workers, all concurred, confirming that the venue or place of occurrence is inmaterial to the parties or the spouses/partners. All three respondent-office representative stated they have witnessed verbal violence. The ZCPO witnessed psychological violence specifically, verbal threats by the husband or male partner, especially when under the influence of liquor and reporting is at night. The CHR remarked that sometimes there are slight insults during the mediations and confrontations, as they reminisce their past incidents, and there is no show of affection for the children. On State Actors as Interveners, as to how did their respective intervention(s) proceed: The ZCPO attempts to advice the couple to reconcile amd forgive the male, however, warn him when there is a repeat of the violence. The CSWDO stands firm in its educate both partners, conduct counselling, and go for separation of be and board if there’s a need. The CHR gives advice, as the parties just get carried away by their emotions, with words and utterances worsening the circumstances, but sometimes, the result is rewarding because the partners ably vented their anger or even fury. “Basically, a trained human rights investigator does not only investigate possible HR violation.
