All told, although the NCIP has the authority to issue temporary restraining orders and writs of injunction, we are not convinced that private respondents are entitled to the relief granted by the Commission. WHEREFORE, the instant petition is GRANTED. The Decision of the Court of Appeals in CA G.R. SP No. 96895 dated April 16, 2007 and its Resolution dated September 11, 2007 are REVERSED and SET ASIDE.
