You work as part of a human rights field monitoring team covering the D district, a hard-toreach area under dispute between different armed groups and government military forces. Due
to the high level of violence in the district, most of the monitoring is done remotely, but, in
recent years, the team managed to carry out some missions and developed relationships with
local actors. Your unit received information about recent clashes in the area in which several
people were killed, and the team managed to collect official documents accounting for seven
fatalities. However, reports from other sources indicate that the total number of fatalities is
more than twenty. The situation in the district remains volatile, and access is a challenge.
During a team meeting to discuss how to proceed, some of your colleagues suggested that the
official records can be confirmed as fatalities without further corroboration, and then
additional information can be gathered remotely for the other possible fatalities. Other
colleagues, however, said that a mission is necessary, both to corroborate the official
information, and also to gather more information.
