I SEC. 17. Change of Pilgrim's Name. The Commission shall authenticate the 2 certification which is issued by the Ha]/ Attache and the Ministry of Hajj of the Kingdom 3 of Saudi Arabia and which provides a Muslim name to a pilgrim. The authentication 4 issued by the Commission, which shall contain both the pilgrim's registered name in the 5 Philippine Civil Registry and his newly-issued Muslim name, shall then be legally 6 recognized by the national government as valid for all intents and purposes. I 8 ARTICLE 111 9 Appropriations, Management and Administration 10 II SEC. 18. Appropriations. The amount necessary for the initial implementation 12 of this Act shall be charged against the current year's appropriations of the Office on 13 Muslim Affairs. 14 Thereafter, such sums as may be needed for the . . continued implementation of the act shall be included in the annual General Appropriations Act. IS SEC. j9. Record of Transaction. The Commission shall keep proper accounts I6 and records of all its transactions and affairs, and shall exert all efforts to ensure that all 17 payments made out of its moneys are correctly made and properly authorized, and that 18 adequate control is maintained over the assets of, or in the custody of, the Commission 19 and the expenditures it may incur. The Commission shall b e subject to audit by COA. 20 SEC. 20. Civil Service Law Coverage for Employees. The hiring, appointment, 21 employment, promotion, disciplinary control, separation, and other terms and conditions 22 of the service of all employees of the Commission and such other matter affecting its 23 employees shall be consistent with the provisions of the Civil Service Law, rules and 24 regulations. 25 SEC. 21. GSlS Coverage for Employees. All employees of the Commission 26 shall be deemed members of the Government Service Insurance System and shall 27 enjoy all the benefits of said System. 28 SEC. 22. Transitory Provisions. Upon the creation of the Commission, the 29 OMA shall cease to operate. All the powers, functions, assets, liabilities, capital, 30 accounts, contracts, equipment, and facilities of the OMA which are owned by the 31 government, shall be transferred to the Commission. 32 During the transition period which begins upon approval of this Act, the President 33 may appoint the incumbent Executive Director of the OMA as Acting Chairman of the 34 Commission until the Chairman of the Commission shall have been appointed. 35 All regular or permanent employees may be absorbed or transferred to the 36 Commission, provided they possess the necessary qualifications, and shall not suffer 37 any loss of seniority or rank or decrease in emoluments. 9 *
