To carry out the purpose of this Act, the sum of Ten Million Pesos (P10,000,000.00) is hereby authorized to be appropriated out of the funds of the National Treasury not ottieiWise appropriated for ttie fiscal year two thousand and thirteen (2013). Thereafter, such sums as may be necessary shall be included in the Annual General Appropriations Act as approved by Congress. Sec. 7. Should any part, section or provision of this Act be held invalid or unconstitutional, the remainder of the law or the provision not otherwise affected shall remain valid and subsisting. SEC. 8. All laWs, presiCiential Ciecrees or issUances, execUtiVe orCiers, letters of instruction, administrative orders, rules or regulations contrary to or inconsistent with the provisions of this Act is hereby repealed, modified or amended accordingly.
